Our Firm
Our firm, formerly known as MHC & Associates, DFK, was established in December 1997 by Mr Cheong Mun Hong. Ms Cheong Kum Foong joined as a partner in March 1998. On 1 January 2015, the firm was converted to an accounting limited liability partnership registered in Singapore under the Limited Liability Partnerships Act 2005 and is now known as MHC Partnership LLP.
With about 30 professional and support staff, the firm was well equipped to provide accounting, auditing, taxation, corporate secretarial and consultancy services; both in Singapore and overseas.
Our clientele included manufacturers, traders, contractors/developers, solicitors, schools, travel agencies, management corporations and clubs/societies/associations.
The firm was merged with Smalley & Sims PAC with effect from 1 January 2021.

Our Affiliates
MHC Partnership LLP, formerly MHC & Associates, DFK was an independent member of DFK International. DFK International is a major international association of independent accounting firms and business advisers that has been meeting the needs of clients with interests in more than one country for more than 50 years. The association has over 400 offices across the world. Each DFK member is an independent legal entity in its own country.
With the merger, the DFK International membership has been transferred to Smalley & Sims PAC with effect from 1 November 2020.

Merger with Smalley & Sims PAC
MHC Partnership LLP has merged with Smalley & Sims PAC with effect from 1 January 2021. Smalley & Sims PAC, formerly known as Smalley & Co, was established back in 1946. With over 70 years of experience in the industry, Smalley & Sims PAC have knowledgeable teams of professional staff to provide reliable audit and assurance services, tax compliance and corporate support services.
Staff Christmas Celebration 2019
It’s the wonderful time of the year again! In celebration of the joyous occasion, there were games, gifts and food at the office Christmas party which brought about a merriment atmosphere that was filled with laughter. The celebratory mood was high among us and we had a great time together.
ACCA Approved Employer – MHC Partnership LLP
The Association of Chartered Certified Accountants (“ACCA”) had renewed the status of the firm as an ACCA Approved Employer. The certificate was officially awarded to the firm on 17 September 2019 by ACCA.
Prior to receiving the certificate, representatives from ACCA had organised a talk in our office on 7 August 2019 regarding updates on the ACCA qualification and support for employees studying the ACCA.
Health Talk 2019 (Post Peak Event)
Jaden Lim of Rehab & Beyond Pte Ltd presented a health talk on Ergonomics in our office on 7 August 2019. Jaden focused on the Ergonomic-related problems which was very fitting for office staff with the aim to improve quality of working life by minimising illnesses and injuries.
Representatives from Mednefits also provided refresher training for our staff on e-claims for medical reimbursement.
DFK Asia Pacific and International Conference 2019 in Singapore
The DFK Asia Pacific and International Conference 2019 was held in Singapore from 10 to 12 July 2019. The conference saw an excellent turnout of more than 100 delegates from different countries (Australia, United Kingdom, North America and the Asia Pacific region). The event presented DFK members with the opportunity to come together and meet each other.
Prior to the conference, we had the honour of meeting Mr Roland Graft (President of DFK International) and his team (Deputy President, Vice Presidents and Executive Director of DFK International) during their visit to our office on 9 July 2019. We were grateful that they had taken the time to drop by our office despite a tight schedule.
CPA Australia – Recognised Employer Partner Certificate Presentation
The firm had renewed its status as a Recognised Employer Partner (“REP”) with CPA Australia.
We had the honour of receiving the REP certificate from the representative of CPA Australia on 22 March 2019 in our office.
During their visit, CPA Australia also did a short presentation on its CPA program and the benefits of having a CPA designation to our staff.
Singapore Institute of Technology (SIT) – Focus Group Discussion
The Focus Group Discussion on the topic of, “What does the Singapore Accounting and Finance Sector need to do to stay relevant in the era of rapid technological changes”, organised by SIT, was held on 10 January 2019. The discussion topic covered the adoption of IT among public accounting firms and any measures needed to enhance the IT adoption rate.
The Focus Group Discussion was attended by representatives from the industry, both small and mid-tier firms. The session was beneficial as it provided opportunities for the representatives to explore potential innovation technological solutions to meet the industry’s new business needs and challenges.
Ms Cheong Kum Foong, Partner of MHC Partnership LLP, was invited as a representative for the Focus Group Discussion.
Staff Christmas Celebration 2018
Our Christmas celebration was filled with joy and laughter. The celebration kicked-off with delectable food and drinks for everyone in the office, followed by fun-filled games which promoted camaraderie among one another. Everyone participated in the activities with an energetic mood and had a great time together.
International Accountants Day 2018
Our firm celebrated the International Accountants Day 2018 together with member firms of the Singapore Accountancy Alliance on 21 September 2018 at the Event Square of Marina Bay Sands. It was a fun and memorable event as participants had the opportunity to enjoy and network with one another in team bonding activities.
Singapore Accountancy Commission (SAC) Foundation Programme
Post-Examination Dialogue Session: Principles of Financial Reporting Module
The Post-Examination Dialogue Session – Principles of Financial Reporting (PFF), organised by SAC, was held on 4 May 2018 at ISCA House. The session was attended by over 100 participants, including the candidates and representatives from the industry, Registered Learning Organisations and Accredited Training Organisations. The dialogue session was beneficial as it provided good insights on exam excellence.
Ms Cheong Kum Foong, Partner of MHC Partnership LLP was invited as a panellist for the panel discussion. The panellists comprised of the PFF examination team members and markers. For more, please refer to the link below:

Singapore Accountancy Alliance Seminar 2018:
Business In Focus – Managing Your Taxes And Financing
The half-day seminar, jointly organised by the Singapore Accountancy Alliance and CPA Australia, was held in the morning of 22 March 2018 at the STI Auditorium, Capital Tower. The seminar aimed to provide participants with updates on the changes to the revenue recognition accounting standard, insights on Budget 2018 update and its Tax Implications and better understanding on the impact of business financing on SMEs.
Mr Cheong Mun Hong, Partner of MHC Partnership LLP (photo on the left) was the speaker for FRS 115 Revenue from Contracts with Customers while Ms Cheong Kum Foong, Partner of MHC Partnership LLP (photo on the right) was the Emcee for the seminar.
Eye Care Talk 2018
The firm had the pleasure of having Mr Ken Tong (Director of Optometric Services, CEO/Founder of Eyesight.sg) to present the Eye Care Talk at our office on 11 January 2018. The talk was interactive and informative, providing staff with insightful information regarding eye care and various eye conditions and their symptoms.
Staff Christmas Celebration 2017
The firm celebrated Christmas for the first time in our new office at The Adelphi this year. It was a joyous occasion filled with games and food for everyone. Prizes were given out to game participants during the session and employees had a great time together.
27th DFK Asia Pacific Annual Conference
The 27th DFK Asia Pacific Annual Conference was held in Hongkong from 29 November 2017 to 1 December 2017. The annual conference attracted a record breaking turnout of more than 80 delegates from different countries. During the annual conference, the partners had met fellow DFK members from around the world to discuss on prospective opportunities and the sharing of insight and knowledge.
International Accountants Day 2017
The International Accountants Day (“IAD”) 2017 was held on 9 November 2017 at Event Square @ Marina Bay Sands from 5pm to 8pm. “FIESTA!” was the theme for IAD 2017. Member firms of the Singapore Accountancy Alliance gathered to celebrate the occasion and participated in entertaining activities.
Singapore Institute of Technology – Integrated Work Study Programme
The firm was invited by Singapore Institute of Technology (“SIT”) to participate in the recruitment drive for the Integrated Work Study Programme (“IWSP”) 2018 held at SIT @ Dover on 27 September 2017. The networking session provided students with the opportunity to learn more about the firm and the IWSP positions offered so that they can make a more informed choice to their IWSP applications. The session saw an approximate turnout of 98 students and ended on a good note with positive interactions between the students and the firm’s representatives.
Singapore Accountancy Alliance (“SAA”) Seminar 2017:
Singapore Regulatory Updates for SMEs
The half-day seminar, organised by SAA in partnership with CPA Australia was held in the morning of 4 January 2017 at NTUC Auditorium. The seminar provided participants with insight on ACRA’s recent report on Financial Reporting Surveillance Programme, new Companies Act Requirements 2017, Audit Exemption as well as update by IRAS on Anti-Avoidance (Section 33 of the Singapore Income Tax Act).
The speakers were Mr Chua Kang Chew and Mr Elgin Tay from ACRA, Ms Cheong Kum Foong (Partner, MHC Partnership LLP) and Ms Tan Keng Kor from IRAS. The seminar received overwhelming response from participants with a total turnout of more than three hundred.
Office visit by Mr Martin Sharp (Executive Director of DFK International)
It was a pleasure to meet Mr Martin Sharp (centre) during his office visit on 11 November 2016. We thank Mr Sharp for taking the time to drop by during his short stay in Singapore and we look forward to seeing him again.
Wrap-Up Session For The Step-Up Challenge
The step-up challenge is a 4-week event aimed at promoting health and exercise. The staff will use a device known as Fitbit Flex to track their step counts throughout the day during the 4 weeks. The 4-week step-up challenge for MHC came to a close on 21 March 2016. During the wrap-up session, prizes were given out and staff who are eligible for the grand draw was also announced. But above all, the initiative has helped many staff taken their first step towards a healthier lifestyle.
ICAEW – SIMGE Accountancy Networking Night
MHC Partnership LLP was invited to attend the accountancy networking event hosted by ICAEW – SIMGE on 9 March 2016 at SIM university. The session provided an opportunity for graduating students to find out more about the firm, its job opportunities and hiring expectations.
Authorised Training Employer for the ACA Qualification
MHC Partnership LLP was authorised by The Institute of Chartered Accountants in England and Wales (ICAEW) to train students pursuing the ACA qualification in Singapore. ICAEW is a world leading professional membership organisation that promotes, develops and supports over 146,000 chartered accountants worldwide.
First ATO of The Month for 2016

Staff Christmas Eve Celebration 2015
It was a fun-filled Christmas Eve Celebration for one and all at MHC. The celebration kicked off with a sumptuous spread of buffet varieties for lunch followed by exciting games for everyone. It is easy to tell from the smiley faces that the celebration was an enjoyment to all.
25th DFK Asia Pacific Annual Conference
The DFK International 25th Asia Pacific Annual Conference was held in Penang, Malaysia from 17 to 21 November 2015. It was attended by 73 delegates from over 20 countries. The DFK Conference was a great opportunity to network with member firms from around the world.
International Accountants Day (“IAD”) 2015
The IAD 2015 was held on 5 November 2015 at Gardens by the Bay. The staff from member firms of the Singapore Accountancy Alliance group had come together to participate in team bonding activities. They had great fun playing games and bonding with one another.
